​Dakar: The new magistrates take the oath before the Court of Appeal 

  On Monday 21 July 2025, the Court of Appeal of Dakar solemnly welcomed the oath-taking of eleven new magistrates, marking a decisive step in their career at the service of Senegalese justice. It was in the presence of the Premier President of the Court of Appeal of Dakar, Abdoulaye Ba, who delivered his speech. “Prêter serment n’est pas une simple formalité, mais un acte fondateur qui engage devant la République, la justice et le peuple sénégalais”, Abdoulaye Ba said before his peers, the Attorney General, the Bâtonnier of the Order of Lawyers, the heads of courts, as well as the families and relatives of the immigrants. The Prime Minister congratulated the new magistrates for their exemplary record. Selected among more than 1 200 candidates, only 35 passed the final examination of the Centre de Formation Judiciaire (CFJ). Among them, eleven will now exercise the jurisdiction of the Court of Appeal of Dakar. During his speech, the magistrate stressed the three pillars of the office: independence, loyalty and impartiality. “You are now the guarantors of the rule of law, you must render justice in all independence, without yielding to any influence, in the strict respect of the law and your oath”, he stressed, recalling that the confidence of the citizen rests on the irreproachable behaviour of judges. He also paid tribute to the CFJ, praising the key role of the institution in the formation of a new generation of magistrates “armed with know-how and know-how”, before urging the new judges to cultivate exemplarity and reserve. At the end of the address, the eleven magistrates, among whom Madame Rakiatou Keïta and Messieurs Mandaw Gueye Seck, Ndiaye Diallo Mbaye, Mouhamed Boye and François Emmanuel Diouf, took an oath, with their right hand raised, promising to perform their duties ” in all impartiality and with respect for the Constitution and the laws of the Republic “. L’audience a ensuite été levée, constituting their official entry into the Senegalese judiciary.
