Ministry of Telecommunications: former Director General Bassirou Abdoul Ba placed under a deposit mandate

The explosive dossier of the market for the development of the Parc des Technologies Numériques (PTN) in Diamniadio is facing a new judicial turn. Prosecuted for embezzlement of public funds, complicity and money laundering, the defendants were determined by the judge of instruction of the Third Cabinet of the Judicial Financial Pool. According to le quotidien l’observateur, the entrepreneur Amy Samakhé and the Director of the General Administration (DAG), Hélène Ndouckité Helndou Diouf, have been released under judicial control, after the deposit of a real security. On the other hand, the Administrative and Financial Director (DAF), Ismaïla Timbo, as well as the Coordinator Bassirou Abdou Ba, were placed under mandat de dépôt. The case, which concerns a public contract estimated at 1,476 billion FCFA for the development of the site of the future PTN de Diamniadio, was found to be seriously flawed. During her hearing, Amy Samakhé vigorously rejected the accusations, affirming having financed the works herself, after long hesitations related to the debts of the State in her regard. It claims to have accepted the contract only following the insistence of the authorities, who had reassured it by referring to private resources outside the ministerial budget. In spite of this defence, the entrepreneur had to submit to a cautionnement réel to regain his freedom.
