Le quartier de Ouest Foire, and more precisely the Cité Xandar 2, has become the symbol of an inquiétante social and human crisis. Moustapha Guèye, the district delegate, sounded the alarm when he spoke to the authorities about the macabre discovery of five babies found in the garbage. He denounced a situation where insecurity, anarchy and the lack of resources of the forces of order, notably the gendarmes, aggravated the daily life of the inhabitants already fragile by precarious living conditions. According to Moustapha Guèye, the absence of structures and the lack of accommodation following the massive displacements lead to a real internal migration of vulnerable populations towards Ouest Foire, further aggravating the saturation and the unhealthiness of the quarter. The inhabitants live crowded, without access to basic infrastructures such as schools, health posts or recreation areas, in a climate where disorder and drug trafficking are commonplace. Sheikh Ahmed Tidiane Diop, autre délégué de quartier et représentant des familles, did not hesitate to point the finger at the State and the successive regimes for the current situation. According to him, the displacements without relocation of neighborhoods such as Rebeuss, Colobane or la Cité Imbécile have forced families to take refuge in Ouest Foire.
