In an open letter on facts liable to prosecution against the former Minister of Youth Pape Malick Ndour (appel à l’insurrection et mise en cause pour des actes de torture), Maître Tanor Diamé officially seized the custody of the Seals, Minister of Justice, Yacine Fall. Maitre Diamé asked the garde des sceaux to refer to Article 28 of the Code de procédure pénale (CPP) which confers on it “the power to order the procureur général to initiate or to initiate proceedings for offences against the criminal law”. This approach, according to him, aims to obtain the opening of proceedings against Pape Malick Ndour for “manoeuvres likely to compromise public security and calls to overthrow the regime in place”.
