”Niakhtou national”: the gathering at the Sacré-Cœur is prohibited, the Prefect invites the collective to discussions

The prefect of the Dakar department, Cherif Mouhamadou Blondin Ndiaye, responded to the declaration of assembly submitted by the collective “Niakhtou National”. In a correspondence addressed to the organisers, it indicates that the rally scheduled for Saturday 8 November 2025, from 5 p.m. to 9 p.m., at terrain de sacré-cœur 3, in front of the VDN, cannot be authorised at this location for reasons of security and public order. After examination of the dossier and on the basis of an investigation report drawn up by the competent services, the administrative authority considers that the holding of this demonstration at the place requested “could cause disturbances of public order and significant disruption of traffic”. The Prefect states that this decision aims to guarantee the exercise of fundamental freedoms while preserving public security and tranquility. A proposal to relocate to another site was formulated by the prefectural services, but the organisers maintained their initial choice. In these circumstances, the prefecture indicates that it is not possible to give a favourable response to the request as formulated. However, le Préfet underlines that the administration remains open to a constructive discussion in order to agree on another place, thus allowing to ensure both the free exercise of the right of demonstration and the preservation of public order. The letter is signed by the Prefect of the Dakar Department, Cherif Mouhamadou Blondin Ndiaye, and addressed to Madame and Messieurs Fambaye Diop, Boubacar Fall Diagne and Ababacar Suzanne, representatives of the Niakhtou National collective.
