The former Director-General of the Agence de Régulation de la Commande Publique (Arcop), Saer Niang, is expected at the Section de Recherches (SR) in the framework of a vast inquiry concerning a public contract worth 91 billion CFA francs, awarded by direct agreement to the company AEE Power EPC. According to the information revealed by the newspaper L’Observateur, this summons comes in a context of serious suspicions surrounding the attribution of the market and the partial disbursement of public funds. According to L’Observateur, the investigators of the Section de Recherches are particularly interested in: la décision n°107 du 2 octobre 2024; the amount of 37 733 592 000 FCFA paid in respect of the start-up advance; the guarantees issued by the Sonac; and the payment of premiums linked to the market. The purpose of this hearing is to clarify the precise conditions under which these financial operations were carried out, as well as the possible responsibilities in this “explosive” dossier.
