  The Financial Prosecutor’s Office has been seized by the DIC for an inquiry into the dispute concerning the Titre foncier 1451/R, known as the ‘affaire des 94 milliards’. This dossier concerns a plot of land of 258 hectares situated in the Rufisque zone and valued at 94 billion Cfa francs. The dossier took a political turn when Ousmane Sonko, then deputy (opposition), got involved, denouncing the plundering of a poor family (the Mbengue) with the complicity of high officials. On 15 October last, seven months after the Dakar High Court had ordered the cancellation of the pre-notation on the land title in question, the lawyers of the heirs of Ousmane Mbengue lodged a financial complaint. Their request is based on an Ofnac report indicating, according to the complainants, “that large sums of money have been collected [in the context of this case] by third-party structures or persons without their knowledge and with the complicity of high officials of the State of Senegal”. According to Libération, the prosecutor has four main functions: fraud, abuse of confidence, forgery and the use of forgery and money laundering. The journal underlines that the heirs of the deceased Mbeugour Mbengue, who joined the proceedings, are constitués partie civile.
