“The legal framework is there, allowing the State to transfer resources to these territorial elected officials. But the transfers don’t happen. In the mining sector, for example, the transfers which were to be made under the local development fund and the development support fund were not followed up”, lamented the president of the 3 CAP Santé. “We are working today with the territorial elected officials to mobilize resources to finance the health of the mother and the child. We do it in a coordinated way because it is good that each territorial collectivity envisages actions in the field. However, when these actions are coordinated, they have a much greater scope”, Moundiaye Cissé told APS. He recalled that the Ziguinchor stage follows on from previous workshops organised in Kolda and Sédhiou, regions whose territorial authorities and civil society have also worked on action plans for the financing of maternal and child health.
