The arrival of Bassirou Diomaye Faye to power coincided with the absence of the illustrious Bruno Diatta, guardian of the temple of state management. His absence, combined with the lack of perfect control of the functioning of the State, constitutes a major handicap for the Diomaye-Sonko duo. This situation imposes on the tandem a crucial need to become familiar with the workings of public management, and to do so, they have no choice but to collaborate with certain partisans of the system, in order to strengthen their knowledge of the State. When Abdou Diouf became president, he had already held positions of responsibility, allowing him to possess an in-depth knowledge of state management. Moreover, he was surrounded by socialist dignitaries who helped him in his mission. The experience of Bruno Diatta, a grand commissaire de l’État, and that of Abdoulaye Wade himself, who had held ministerial posts under Abdou Diouf, were considerable assets. In the case of Bassirou Diomaye Faye, the situation is different. Having not lived the experience of Bruno Diatta, he must forge a path in the management of the State without this essential reference.
