Measures for the recovery of public finances: Cheikh Oumar Diagne criticizes the approach of Al Amine Lo

Following the publication of the report of the Court of Auditors, the Government of Senegal intends to take measures to restore public finances. Thus, the Minister Secretary General of the Government, Ahmadou Almine Lo, announced the austerity measures which will affect certain sectors. In fact, according to Almine Lo, the priority of the reforms will be to reduce public expenditure. He stressed the need to rationalise the functioning of the State, in particular by abolishing agencies deemed superfluous, reducing the salaries of senior civil servants, tax exemptions, and eliminating electricity subsidies, except for the vulnerable. “In listening to Almine Lo, I visualised the rated solutions of the IMF in agreement with the Central Bank in the 1980s. La situation du Sénégal ne nécessite pas de plan d’austérité, il est sur une mauvaise voie “, declared the ex-minister conseiller on his official page.. For him, it is rather new instruments to redynamiser the economy, increase the margin of manoeuvre of the State and liberate the economy ignored within the communities by the currency.. Although he shares the opinion according to which some useless agencies must be suppressed, the ex-charge des moyens généraux à la présidence de la République opposes any reduction of salaries. “Yes, the state’s train of life is a lever on which it must act, but a salary is sacred. The purchasing power of the workers must be respected.
