​The scandal of the land: a controversial cession of the ministerial villas in Tahirou Sarr 

  Under the presidency of Abdoulaye Wade, the State had entrusted to the company Travaux et Réalisations Entreprises (TRE), directed by Cheikh Amar, the construction of 40 villas aux Mamelles. These residences, each with a surface area of more than 700 m2 and a swimming pool, were intended to serve as functional housing for ministers, but under the Macky Sall regime, these villas were not used in accordance with their original purpose. Instead of housing the members of the government, they were ceded to the businessman Tahirou Sarr at a price far below their real value. Indeed, the whole of the 40 villas was sold for 7 billion FCFA, while the sole value of the land that houses them is estimated at 22,4 billion FCFA. Moreover, the official reception of the villas by the Patrimoine bâti de l’État has never taken place, which poses a serious procedural problem. Moreover, l’Assemblée nationale, which should have been seised to validate this transaction, has never been consulted, thus fuelling the controversy surrounding this cession deemed irregular.
