The Autonomous Syndicat de l’Enseignement Supérieur (SAES) reiterates the agreement signed with the Government of Senegal on 15 March 2018, aimed at revaluing the retirement pension of teachers-researchers and researchers of public universities. This agreement, regulated by Decree no. 2020-1788 of 23 September 2020, allowed the introduction of a special retirement allowance, financed in part by the teachers themselves via a reform of contributions and the increase of their workload. However, problems emerged, notably the lack of reversal of pensions to the entitled, creating an injustice for the families of deceased colleagues. Despite the government’s commitment, as set out in the protocol of agreement of 6 January 2023, implementation was delayed. In view of this situation, the SAES waged a struggle which led, after discussions with the Prime Minister and a tripartite meeting (Syndicates, Government, Patronat), to the signing of the Decree of 7 March 2025, establishing in particular the reversal of pensions. Improvement of the university infrastructure. Increased recruitment of teacher-researchers (reaching 70% of permanent staff). Reform of research funding and evaluation of reforms. This is the case of the “Guide d’évaluation des enseignants-chercheurs du CAMES”.
