Newly elected Emfuleni Local Municipality Mayor Hassan Mako has conceded that the municipality’s crippling debt to Eskom and Rand Water has undermined its ability to provide basic services, while insisting that new financial interventions and ongoing infrastructure projects signal the beginning of a recovery.
