  In response to a written question from Guy Marius Sagna on certain expenditure deemed excessive, the Minister of National Education, Moustapha Guirassy, gives a very detailed reply to the Member. In a recent written question addressed to the Minister of National Education, M. Guy Marius Sagna, deputy of the people, interpellant. M. and Guirassy sur des dépenses relatives à l’aménagement d’un salon de bureau, à l’acquisition d’un tapis et de matériel de petit déjeuner. – The Commission has decided to extend the period of validity of the contested decision to the period from 1 January 1999 to 31 December 2000 and to extend the period of validity of the contested decision to the period from 1 January 1999 to 31 December 2000. If the exercise of parliamentary control is a pillar of our democracy, it cannot, however, be done either through approximation or through a desire for political instrumentalisation. Because, except through ignorance or deliberate posture, every parliamentarian who is unfamiliar with the realities of the administration knows pertinently that these expenditures are part of the normal functioning of a ministerial cabinet. These acquisitions are first inscribed in the operating budget, which is adopted in all transparency by the National Assembly of which Mr Guy is a member. These appropriations serve to ensure the framework of work necessary for the proper exercise of ministerial responsibilities. I can assure you, Your Honour, that the market for office equipment for men is well and truly run by competition. The tenderers were put in competition and all the stages of the award procedure were followed and respected. On vous a induit en erreur though.
