The Y Movement has held a panel for the commemoration of 23 June 2011. An occasion for the constitutionalist Maurice Soudieck Dione to look back at the evolution of the Senegalese democratic regime. The panelist points to the persistent failures of the institutional system. According to him, the deviations that led to the mobilization of the Senegalese people that day, notably against the project of “presidential ticket”, already showed a serious attempt to instrumentalize the rule of law. “Democracy cannot be imposed by force”, he insists.
