​Amnesty and Responsibility: A lively debate in the National Assembly 

  The law of 13 March 2024 on amnesty no. 2024-09 continues to generate lively debates in the Chamber, notably around the interpretation proposal put forward by the members of the presidential majority. During the discussions, Saye Cissé, Member of Parliament for Pastef-Les Patriotes, expressed her conviction that the initiative put forward by her colleague Amadou Ba… However, the parliamentarian had to shed light on an essential question: who are the real perpetrators of the violence that marked the Senegalese political scene between 2021 and 2024? According to her, these tragic events could not be swept away by a simple revers de main under the cover of amnesty. She pointed in particular to the presence of infiltrated forces within the Forces de défense et de sécurité (FDS), accused of having used live ammunition against the demonstrators. For Saye Cissé, it is imperative that these acts do not go unpunished and that appropriate sanctions be envisaged against their perpetrators. In its view, the interpretation proposal submitted to the National Assembly constitutes an opportunity to clarify these painful events and to guarantee a fair and equitable application of the amnesty law. While the debate continues, this parliamentary initiative also highlights the persistent tensions surrounding national reconciliation and the need for a rigorous reading of the law to avoid any political instrumentalisation.
