​Cheikh Diba on the subject of debt: “The State acts with responsibility and transparency” 

  On the sidelines of the inauguration of the new regional financial control service (CRF) of Ziguinchor, on Thursday 19 June 2025, the Minister of Finance and Budget, Cheikh Diba, delivered an institutional and political speech. In a context of controversy surrounding the management of the public debt and relations with the IMF, the Minister provided firm, reassuring clarifications on the country’s budgetary trajectory. An expected exit, marked by an expressed will to restore the confidence and credibility of financial governance. It is in Ziguinchor, in the south of Senegal, that the Minister of Finance and Budget, Cheikh Diba, chose to deliver a mise au point très attendue. Officially en déplacement to inaugurate the new service de Contrôle régional des finances (CRF), he has seized this platform to respond, without détour, to the growing controversy surrounding the public debt and the budgetary management of the State. “What we are inaugurating today is not just a building”, said Cheikh Diba en ouverture. “It is a cap: celui d’un État de proximité, of a public service more efficient, more equitable”, he continued.
