​Competitiveness of the Senegalese economy: Diomaye invites the government to a “change of pace and paradigm” 

  The President of the Republic, Bassirou Diomaye Faye, stressed at the Council of Ministers held by exception on Thursday 9 October the “urgent need to strengthen the competitiveness of the economy and the national investment promotion system and to consider an innovative and effective financing system”. To this end, he considered it essential for the Government to involve all public administrations and the parapublic sector in a change of pace and paradigm in the accompaniment and monitoring of private projects or public-private partnerships. The Head of State also called for the mobilization of the administration, demanding a “change of rhythm and paradigm” to accelerate the attractiveness and competitiveness of the Senegalese economy. This injunction follows the holding of the 2nd Invest in Senegal Forum (on 7 and 8 October 2025), whose “brilliant success” the President welcomed. Diomaye Faye also instructed the Prime Minister, Ousmane Sonko, to ensure the rapid concretisation of the investment and partnership agreements signed during the Forum. It also called for the acceleration of the digitalisation of public services and the immediate implementation of reforms aimed at improving the business environment for foreign direct investments (FDI). In the framework of the National Transformation Agenda (ANT), the executive is moving at a higher speed. The Prime Minister announced the preparation of sixteen major reforms, five of which had already been adopted by the National Assembly, to modernize the economic environment and strengthen transparency.
