Coopération Sénégal-Rwanda: five agreements signed for a strengthened strategic partnership

The links between Senegal and Rwanda have entered a new dimension thanks to the ratification of five major cooperation conventions. These agreements cover crucial areas, ranging from the mobility of people to development, passing through agriculture, health and justice. The signing took place in Kigali during the state visit by President Bassirou Diomaye Faye from 17 to 19 October 2025, at the invitation of his counterpart, President Paul Kagamé, reports the Senegalese national daily Le Soleil. The most significant agreement aims to lift the visa requirement for all categories of passports (diplomatic, service and ordinary). This flagship measure should considerably simplify the free movement of citizens and give a new impetus to human and economic exchanges between the two nations. The other conventions formalize a commitment to share expertise in various sectors. A framework for cooperation is established to enable the public institutions of the two countries to share their best practices in monitoring and evaluating development programmes.
