In order to maintain public order, tranquility and hygiene, the prefects of the departments of Dakar, Mbour, Kaolack and Saint-Louis have, on the instruction of the Minister of the Interior and Public Security, issued orders prohibiting the circulation and parking of vending carts on certain strategic routes in their districts. The measure, applicable from Thursday 16 October 2025, aims to guarantee the fluidity of the circulation and to restore the urban discipline. This prohibition applies to the carts for the sale of foodstuffs or for consumption, to the hippomobile vehicles called “charrettes”, to the “pousse-pousse”, and to the wrecks abandoned on the pavements and public roads. Other equipment or installations considered as sources of “discomfort, insecurity and delinquency” are also covered. This decision responds to a growing concern related to the congestion of the main roads and the proliferation of informal sales carts, often installed without authorisation. In addition to damaging the circulation, these activities contribute to the congestion of public space and pose health risks. The Ministry of the Interior recalls that these arrests are part of a global policy of regulation of anarchic occupations and modernization of urban space.
