The Prefect of the Dakar Department, Chérif Mouhamadou Moundi NDIAYE, signed the decree N° 365/P/D/DK on 9 October 2025, establishing a measure of prohibition of the circulation and parking of certain non-motorized vehicles on the main arteries of the capital. This decision, taken for reasons of security and in the context of the reorganisation of public space, applies to armoured vehicles (pousse-pousses), carts intended for the transport of goods, foodstuffs, and horse-drawn vehicles. The prohibition shall enter into force from Thursday 16 October 2025. The following axes are specifically affected by this restriction: the Place de l’Indépendance and its dependencies, the Corniche Ouest and its imprises, the Avenue Léopold Sédar SENGHOR, the Avenue de la République, the Avenue Nelson MANDELA, the Avenue Pasteur, and the Avenue Cheikh Anta DIOP. The offenders shall be liable to the penalties provided for by the laws and regulations in force. The execution and monitoring of this decree have been entrusted to the Commissaire central de Dakar and to the Compagnie territoriale de la Gendarmerie de Dakar, which are responsible for ensuring its publication, its registration and its proper application on the ground from the effective date.
