On 17 July, President Bassirou Diomaye Faye presided over the official launch of the National Agenda for the Transformation of Higher Education, Research and Innovation. At the Council of Ministers on 23 July, he welcomed “the inclusive work of redress initiated” and congratulated the minister in charge and the entire university community. Determined to give a new impetus to the sector, the Head of State asked the Prime Minister “to ensure the implementation, without delay, of the Emergency Plan for the completion of construction works, the construction of university infrastructures and the recruitment of 500 research teachers from 2025”. This three-year plan should be aligned on the flow of bachelors entering and leaving. In parallel, the President called for the further development of the Université virtuelle du Sénégal (UVS) and the establishment of new Institutes supérieurs d’enseignement professionnel (ISEP) in all the regions. It also invited the ministers concerned to “engage, immediately, in reflections on the reform of the baccalauréat and the LMD system”, by integrating the requirements of the digital, the AI and the STEM.
