​Diomaye Faye makes a new revelation on the regime of Macky Sall: ” The State paid a rent on… ” 

  In his speech at the Grand Théâtre de Dakar on Friday, 1 August 2025, President Bassirou Diomaye Faye put forward the rationalization of the state apparatus as a key axis of the Plan de Redressement Économique et Social. It revealed a major anomaly in the management of real estate, discovered following the dissolution of two consultative institutions: the Haut Conseil des Collectivités Territoriales (HCCT) and the Conseil Économique, Social et Environnemental (CESE). “The recovery has already begun”, affirmed le Président, underlining that the abolition of these bodies has allowed them to reallocate their budgets to priorities. “We have recruited 2 000 teachers thanks to the savings achieved”, he announced. It is an anomaly immobilière coûteuse. The examination of the fate of the building housing the HCCT has revealed an aberration: “L’immeuble a été acquis par l’État en 2014, mais de 2014 à 2024, l’État a continué à payer des loyers pour un bien qui lui appartient”, denounced Faye. This waste, estimated at “at least 3 billion FCFA in 2024”, would have continued indefinitely without the dissolution of the HCCT.
