​Financial misconduct: the mayor of Kanène Ndiob and a supplier suspected of embezzling more than 31 million FCFA 

  L’Office national de lutte contre la fraude et la corruption (Ofnac) was seized of a complaint against the mayor of the commune of Kanène Ndiob, à Louga (north-west) in office since February 131. The accusations are based on alleged “false facts and use of false information” and “financial misappropriation”. According to the complainant, after the unanimous adoption of the 2022 budget in the presence of the sub-prefect on 26 April 2022, irregularities appeared during the closing meetings of 11 and 12 December 2022. Falsifications were found in the accounting records, in particular concerning the amounts allocated to the headings “Santé, hygiène et action sociale” and “achats de produits pharmaceutiques et d’hygiène”. The complainant claims that the figures presented orally by the mayor and his team differed from those inscribed in the official budget document. Following the hearing of the complainant, a fact-finding mission visited the commune from 31 July to 5 August 2023. Six persons were heard, including the sous-préfet, the secrétaire municipal, the receveur-percepteur, the maire, his troisième adjoint and a fournisseur-entrepreneur, informe Libération. The investigators analysed numerous accounting documents, such as the registers and supporting documents of the 2022 financial year, as well as previous budgets. An inspection of the works carried out in the framework of public procurement was also conducted by the mayor himself, visiting the infrastructure at the town hall and in the villages of Thimbar Peulh and Khelly Thioub. The investigations revealed elements which could constitute several infringements.
