​It is not a question of the people, but of the people. 

  The tension is mounted by a cran between the Loterie Nationale Sénégalaise (LONASE) and the mairie de Dakar-Plateau, directed by Alioune Ndoye. In a communiqué made public on 31 October 2025, la société publique openly accuses the mayor of “arbitrary dismissals” and “brutal and senseless” decisions regarding the destruction of several of his legally installed kiosks. The reaction of the LONASE comes after a publication by the mayor on his Facebook account, in which he accuses the institution of degrading the urban space and lacking social responsibility. In the face of these accusations, la LONASE replies firmly and recalls its legal framework of intervention. From the beginning of its communiqué, the public company has sought to clarify its statute and administrative practices: “As a national public company, all our activities are carried out in strict compliance with the laws and regulations in force”, stresses LONASE. It affirms that every point de vente installed in Dakar-Plateau has been in accordance with the regulatory procedure: “Each kiosk of the LONASE is installed following an administrative procedure, with a request for authorization from the competent municipal services and the regular payment of occupancy taxes. I’m not sure. The management insists that the kiosks are not an illegal occupation but a formal model participating in the local economic dynamic: “Our kiosks do not constitute an anarchic or illegal occupation, but a formal model of establishment contributing to the creation of direct and indirect jobs.
