The Katsina State Government has given all property owners 16 days to update their Certificates of Occupancy (C of O) as part of plans for major reforms starting, in 2026.
The announcement was made at a sensitisation event organised by the Katsina Investment Promotion Agency (KIPA). The agency’s Director-General, Ibrahim Tukur Jikamshi, told residents and investors that any property without a valid C of O is considered “dead capital,” meaning owners cannot use it to get loans, support a business, or access other benefits.
Jikamshi explained that the state has now digitised all land records through the Geographic Information Service (GIS), making the process of getting a C of O faster and more transparent. He said the government has also reduced the processing time from 20 days to 16 days.
He added that old C of O documents will no longer be accepted, and property owners must pay any outstanding fees, including ground rent, before they can receive the new digital certificates.
