In a context of democratic consolidation in Senegal, the adoption of Organic Law No. 2025-11 of 18 August 256 marks a decisive milestone for the National Assembly. This text, which reforms in depth the institution’s internal rules, aims to adapt parliamentary procedures to contemporary challenges. This project, spearheaded by the President of the Assembly, El Malick Ndiaye, reflects a clear ambition: to modernise the internal machinery, to increase control over the executive and to promote greater transparency. But beyond these laudable objectives, this reform also raises debates on the balance of power. It is not enough to have a democratically elected parliament. The history of this reform dates back to 21 June 218, when the deputies of the 22025th legislature adopted, almost unanimously, the proposal of organic law No 215/22025 amending the internal regulation.
