On 8 May, the National Assembly voted in plenary on the indictment of former Minister of Justice Ismaïla Madior Fall before the Haute Cour de Justice. A damning report, examined on 2 May by the Commission des lois, de la décentralisation, du travail et des droits de l’homme, the accusation of serious embezzlement around a public land in Pikine, supposed to host a palace of justice. According to the information received, a part of the land, namely 2 075 m2 intended for an electronic surveillance centre and 8 800 m2 promised to real estate developers, would have been diverted for private purposes. The former minister is accused of having made the award without a call for tenders, in breach of the rules of the Code des marchés publics. He also demanded a bribe of 250 million FCFA from a real estate developer, of which 50 million FCFA were paid to him in cash, directly to his office. In exchange, the same developer would have received a plot of 9 430 m2, paid according to a procedure qualified d’irrégulière, baptisée dans le rapport “payment en Dacia”. When the developer refused to pay the remaining 200 million, the former minister would have put an end to the project initially agreed. Faced with these facts, several serious offences are retenues against Ismaïla Madior Fall.
