​Marchés universitaires à 45 milliards: the shock wave between Sonko and Abdourahmane Diouf the shadows of an explosive accusation 

  The heart of the matter is finally laid to rest. Behind the accusations of Ousmane Sonko against Abdourahmane Diouf that he is suspected of overcharging when he was Minister of Higher Education is a titanic project of more than 25 billion CFA francs. A programme of university infrastructures spread over five lots, allocated to impressive sums and today at the centre of a political storm that never ceases to flare. According to documents consulted by L’Observateur, lot 6033, intended for the University Cheikh Anta Diop de Dakar, with a weight of 2603 2450 2546 851 FCFA. The amount of the grant from the Université Gaston Berger de Saint-Louis is 7 887 200 253 FCFA. In the case of the second part of the second subparagraph of Article 2 (1) of the Protocol, the Commission shall inform the Member State concerned of the results of its examination. The fourth lot, the University Assane Seck de Ziguinchor, represents 6 782 310 379 FCFA, while the fifth lot, which includes the Université virtuelle du Sénégal and the Université Amadou Mahtar Mbow, totals 3 603 450 546 FCFA. These amounts come from administrative documents and show the scale of a project then piloted by the Ministry of Higher Education, under the technical and financial supervision of the Primature. But one detail makes the whole structure waver: according to some sources, some contracts would never have been signed by Abdourahmane Diouf before his departure from the government.
