​Market of 4,995 billion: the audit that shakes the management of the Dakar road 

  A physical audit of the maintenance and extension works of the non-classified road of the City of Dakar, covering two lots for a cumulative amount of 4,995 billion FCFA, has brought to light important dysfunctions in the execution of the market. The report, drawn up by the Autorité de Régulation de la Commande Publique (ARCOP) and relayed by the quotidien Libération, pointed to major shortcomings likely to have affected the quality, costs and regulatory conformity of the works. According to the conclusions of the audit, the inspectors noted a change in the initial consistency of the services after the market start. These substantial changes, initiated by the Ville de Dakar, would have been operated outside the legal framework defined for the contractual adjustments. The report refers to a “distortion of the original object of the market” and a “violation of the applicable regulatory provisions”. One of the lots, devoted to the works of improvement for the rainflow at Bopp, particularly caught the attention of the auditors. Despite the budget allocated and the objectives defined, the inspection mission notes a lack of sufficient technical justification for certain expenditures, as well as notable differences between the work carried out and contractual obligations. The auditors underline that these deviations could have direct consequences on the sustainability of infrastructure, the quality of the service provided to the public and the sound management of public funds.
