​Morocco-Senegal: Secrets revealed on the convention on the transfer of prisoners signed by Diomaye 

  The draft law on the Convention on Assistance to Detained Persons and the Transfer of Convicted Persons between Morocco and Senegal has passed a decisive stage. Adopted on 3 March 2025 by the Commission des Affaires étrangères de l’Assemblée nationale sénégalaise, it will be submitted for final adoption by the plenary on 11 March 2025. Examined by the Council of Ministers on 22 January 1983, this text, which is based on a convention signed on 17 December 2004 in Rabat, will then be ratified by the President of the Republic and published in the Official Journal. According to the Government Information Bureau, this cooperation aims to facilitate the repatriation of prisoners to serve their sentences in their countries of origin, thus strengthening the historical ties between the two nations. Currently, 299 Senegalese are incarcerated in Moroccan prisons. Of these, 160 belong to the Consulate General of Senegal in Dakhla, of which 93 in Laâyoune, 49 in Bouizakarne and 18 in Tan-Tan. The other 139 depend on the Consulate of Casablanca, covering the rest of the territory. The reasons for conviction are varied: illegal immigration, drug trafficking and consumption, association of criminals, crimes, use of counterfeit currency, fraud and embezzlement dominate the list.
