According to the Nigeria Premier Football League, NPFL, Bendel Insurance supporters displayed unsporting behaviour capable of bringing the game to disrepute.
Bendel Insurance have been ordered to play their next three home matches in the NPFL without fans.
The Benin Arsenals have the right to appeal the decision by the league body.
