Amnesty International Sénégal, the African Meeting for the Defence of Human Rights (RADDHO) and the Senegalese League for Human Rights (LSDH) have expressed their concern at the opening of a garbage dump in the village of Tobor, situated in the commune of Niamone, in the department of Bignona. In a joint communiqué, these organisations urge the State of Senegal and the local authorities concerned to: Immediate cessation of the dumping of waste in the site located in the Boutoumole district of Tobor; To put an end to the practice, harmful to the environment and human health, of creating waste dumps near urban areas. To develop waste recycling projects to reduce their impact on the environment and to offer healthy economic activities to local residents. To respect the right to peaceful assembly by putting an end to arrests and judicial proceedings against persons demonstrating to demand the closure of the dump. The State and the local authorities are obliged to protect them. According to the inhabitants who demand their relocation, the dump is located about 100 metres from the houses and an elementary school. This distance is confirmed by an official report drawn up on 10 February 2025. Furthermore, according to the document, the opening of the discharge was not the subject of an environmental impact study involving the population and which allows the identification of impacts, on the water table among others, and the preparation of mitigation measures, as provided for by the Environmental Code; it would result from an agreement signed between the mayor and the other parties concerned. Thus, the rights of the “l’hommiste” indicate that the meeting organised by the governor in Ziguinchor on Thursday 6 March 2025 cannot dispense the parties from the obligation to conduct an environmental impact study.
