During the celebration of the Day of the Armed Forces at the Dial Diop military camp, the President of the Republic of Senegal, Bassirou Diomaye Faye, made a major announcement: the renegotiation of the defense agreements binding the country to its foreign partners. This decision aims to establish a balanced cooperation, based on national interests and values, guaranteeing full and complete sovereignty. In his speech, the Head of State declared that “the Senegal has passed a decisive stage in renegotiating the defence agreements which could be perceived as an attack on our sovereignty”. He pointed out that these revised agreements now form part of a “balanced, mutually respectful and resolutely forward-looking cooperation”. According to the President, this new doctrine of international cooperation in the field of defence and security will be anchored in the interests, values and worldview of Senegal, allowing the country to make sovereign choices. President Faye also stressed the need to modernise the Senegalese armed forces in the face of the evolution of contemporary threats. “The military’s balance of power is now based on the control of technology, information and cyberspace”, he stressed, calling for continuous adaptation and the acquisition of adequate means to protect the territory in the digital era, while preserving the ethics and humanity of the forces. This announcement is part of a wider context of reaffirmation of Senegalese sovereignty.
