​Program d’habitat social ” 18M “: 215 innovative housing projects expected in 24 months 

  Faced with the problem of access to housing, the private sector works alongside the state authorities and proposes immediate solutions to fill this gap. On Saturday 20 September, the private developer Nabil Riad, director of Blue City Key, announced, at Diamniadio, the development, at the end of the year, of its programme “18M” of 215 housing units erected on 2,33 ha. RUFISQUE In order to guarantee to every citizen, without exception, the fundamental right to decent and affordable housing, the authorities consider it necessary to involve the private sector. The Minister for Urban Planning, Local Government and Regional Development, Moussa Bala Fofana, who took part in the launch of the Blue City Key’s “18M” programme, estimated that the annual housing need is 15 000 units, whereas, as noted, Senegal produces less than 5000. According to him, the State cannot and must not carry these titanic challenges alone.. “Our collective success rests on you, on the expertise, the innovation and the strength of our private developers”, he said. Moussa Bala Fofana welcomed this private social housing initiative which, according to him, constitutes a response to the National Programme for Access to Housing and Urban Renewal (PNALRU). He presented the project as a pillar of “human dignity” and “social stability”, but also as a “powerful lever of economic development” and a creator of jobs. “What we wanted was to create a synergy between the engineering of public action, and the innovation and engineering capacity of the private sector, to finally put on the market a product that will speak to all the layers of the different components of our nation”, he said. The Minister remains convinced that the success of the Pnalru is the result of an unprecedented mobilization, a strong and sincere alliance between the State, the territorial collectivities, the promoters, the cooperatives, and every citizen invested in the future of our nation.
