
The Albanian government’s recent appointment of an artificial intelligence digital avatar as a minister has drawn jeers from Russia.
Albania appointed “Diella”, the world’s first AI-generated government official, as State Minister for Artificial Intelligence with a focus on public procurement to combat corruption.
At a meeting between President Vladimir Putin and CSTO member states’ heads of the parliament, Chairman of Russia’s State Duma Vyacheslav Volodin warned that AI poses problems despite its benefits.
According to the parliamentary leader, there are currently no basic laws regulating issues related to human interaction with artificial intelligence and robots.
“In an EU country, they went so far as to appoint AI to be a minister, and it has already been charged with embezzlement,” he said on Monday.
Noting that new technologies must be supported, Volodin called for a legal framework by the Collective Security Treaty Organisation to “develop effectively and not cause harm to people.”
He added that to ensure best practices, opinions would be exchanged by the experts in CSTO nations, including Russia, Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Tajikistan.
Ahead of Russia’s chairmanship of the alliance in 2026, Putin announced “a full-scale continuation” of Kyrgyzstan’s ongoing efforts across all core cooperation areas.
The priorities include strengthening the CSTO defence capability, military-technical cooperation, and aligning the countries’ policies in the sphere of military activity.
