Senegal is being rocked by a new financial scandal involving public funds allocated to the modernisation of judicial infrastructures. At the heart of the matter: the project for the construction of the Palais de Justice de Mbour, where the société Ellipse Projects SA received 75 billion CFA francs between 2021 et 2023, while the works have advanced only 11%. This revelation, made by the Minister of Justice Yassine Fall, brought to light the potential dysfunctions in the management of public contracts under the old regime. The Programme de Modernisation des Infrastructures Judiciaires (PROMIJ) aims to renovate and build courts, prisons and other judicial buildings throughout the country. Launched under the previous administration, it was entrusted in large part to Ellipse Projects, a French company directed by Olivier Picard. This company has obtained several contracts, often par gré à gré (without call for tenders), totaling up to 420 billion FCFA between 2017 and 2022 for projects including hospitals, courthouses and prisons.
