“We have never seen a hidden debt of this importance” in Africa, affirms Edward Gemayel. The head of mission of the International Monetary Fund (IMF) in Senegal made the comments on Thursday, 6 November, following a two-week visit to discuss the resumption of a loan programme of the international institution. This importance explains, according to him, why the discussions must continue and why it has not been possible to conclude, so far, a new loan expected by Senegal. “The case of Senegal, with a hidden debt of this importance”, is an unpublished work by Edward Gemayel, the head of the IMF mission in Dakar. And that’s what complicates things, he said. This is a way of justifying the fact that the discussions with Senegal, which began in August last year, are taking time and will have to be continued at a distance from next week, assures the IMF, which says it is “committed” to reaching a new loan agreement “as quickly as possible”. Among the prerequisites: the introduction of so-called “corrective” measures to prevent the recurrence of such a concealment.
