The case of the Programme des Domaines Agricoles Communautaires (Prodac) has become a real financial scandal in Senegal, exposing serious irregularities in the management of public funds. The report of the Inspection Générale des Finances (IGF) reveals a series of shortcomings attributed to the former minister Mame Mbaye Niang, and sheds light on a management that arouses strong criticism. Initially approved without problems, this contract is today at the heart of controversies. The audit of the IGF a mis en évidence: The non-respect of the contractual clauses by Green 2000. The absence of sufficient guarantees. Disbursements made despite warnings of serious anomalies. The former minister is accused of having authorised payments in favour of Green 2000, despite the relevant dysfunctions. It would also have neglected to take corrective measures in the face of repeated breaches of the contract, contributing to a failed management of public funds.
