The Minister of National Economy, Daniel Mukoko Samba, announced, on 16 September 2025, the end of the moratorium allowing foreigners to operate in the small business sector in the Democratic Republic of Congo (DRC). The measure will take effect from November 2025. During a meeting with economic operators in Kinshasa, Daniel Mukoko Samba explained that this decision aims to re-establish the application of the 1973 law, which reserves small businesses to Congolese. According to him, several successive decrees had weakened this legal framework, allowing foreigners to establish themselves in activities initially reserved for nationals. To remedy this situation, the Minister announced the drafting of a new law.
