​The social pact of 1 May 2025 or the genesis of a systemic management and catalyst of connective intelligence in Senegal (Par Dr Moussa SARR) 

  The 1st of May 2025 could well enter the symbolic archives of Senegal as a pivotal moment, not only for its syndical scope, but for what it reveals: a paradigmatic change in the way in which politics thinks social, labour and economy. By signing this national pact of social stability with the trade union and employers’ forces, the government of Ousmane Sonko is more than a gesture of appeasement. It has acted as the lever of a new type of governance which mobilises, structures and restores a systemic sense to national interactions. This pact, apparently administrative, is in reality a matrix organizing a profound change of direction: it is the formal recognition that in a world in crisis, only a piloting by the connective intelligence can activate the resources of a lasting socio-economic sovereignty. Far from being a simple juxtaposition of corporatist interests, this pact is the manifestation of a tout. And this is not just a social compromise; it redefines the very parameters of what might be called a national strategy of dependency. By reliance, we do not mean here an affadi synonym of “collaboration”, but a veritable process of recodification of the links between the institutions, the social actors, the productive dynamics and the collective imaginaries.
