​This hidden and new conditionalities: the transparency as a strategy of oblivion? (Parliament adopted the resolution) 

  Behind the diplomatic congratulations of the IMF to Senegal there is a discreet reconfiguration of the financial reports. The “scandal of the hidden debt” (these unrecognised public commitments) seems to have been eclipsed without having been fully clarified, while the unprecedented merger between public and parapublic debt opens a new phase of budgetary adjustment under surveillance. Beyond figures and declarations, it is the economic sovereignty of the country that is at stake. Context: a dialogue which is under tension. Senegal is entering a crucial period in its international financial relations. While the country seeks to turn the page on the scandals of non-transparent indebtedness, the IMF imposes a strengthened budgetary discipline.
