The question of financial malversation under the presidency of Macky Sall, which lasted from 2012 to 2024, has become a central subject in the Senegalese political debate, especially after the recent presidential election. Several accusations have been made, particularly by Ousmane Sonko, the current Prime Minister, who refers to a “generalized corruption” and financial scandals during Sall’s tenure. Ousmane Sonko has affirmed that more than CFAF 2.500 billion (approximately EUR 3.8 billion) have been secretly spent over the past four years, thus escaping the rules of public procurement. According to him, this situation allowed massive financial deviations and a bad management of public resources. It also stressed that these practices included the contracting of bank credits outside the budgetary control circuit, which exacerbated the financial situation of the country. The audits carried out on the management of public funds have revealed a catastrophic situation. Sonko et son gouvernement have denounced not only the misappropriation of public funds, but also false declarations concerning the national debt. In response to these accusations, the Senegalese Minister of Justice promised that all legal consequences would be drawn and that those responsible would be held accountable. A concrete example of these allegations is the recent incarceration of Lat Diop, former Minister and Director General of the National Lottery, for extortion, embezzlement and money laundering. This case symbolizes the efforts of the new government to combat corruption in the previous administration.
