​Villes sous contrôle: Bamba Cissé orders an express census of the anarchist occupations 

  The Minister of the Interior and Public Security, Mouhamadou Bamba Cissé, addressed a circular letter to the governors of all the regions dated 19 September 2025, calling for an exhaustive census of the anarchic occupations observed on the public highway and around the places of commerce. In the document consulted, the Minister deplores a proliferation of precarious installations, informal businesses and irregular stations in the capital as well as in several urban centres. This situation, according to him, affects the flow of traffic and constitutes a factor of insecurity. To remedy this situation, the territorial authorities were asked, in collaboration with the local authorities and the competent services, to carry out a detailed inventory of these occupations. The census shall be transmitted no later than 25 September 2025, in accordance with the canvas provided by the Ministry. The Minister also insisted on the development of regional action plans in liaison with the defence and security forces and the actors concerned. These plans must define a precise timetable for putting an end to irregular installations and sanitizing the country’s cities. “Durable measures must be taken and applied with rigor”, underlines the letter, which stresses the need to preserve public order and strengthen road safety. The Minister concludes by attaching “price to the correct and diligent execution” of this directive, which marks the beginning of a new phase in the fight against the anarchic occupation of public space in Senegal.
