The Minister of Communications, Digital Technology, and Innovation, Samuel Nartey George, the head of the Constitutional Review Committee ( CRC ), Professor H Kwasi Prempeh, has criticised the President of Ghana Police for ordering the Postal and Courier Services Regulatory Commission (PCSRC ) to suspend an enforcement exercise.
Professor Prempeh claimed in a Facebook post on August 23 that the minister’s directive properly undermines the regulator’s expert. He questioned whether the minister was legally able to halt a judicial proceeding, adding that political intervention still poses a significant threat to the establishment of a powerful judiciary in Ghana.
If a secretary or politician can veto a regulation body’s steps, what purpose does it serve to create one with the authority to enforce laws in a particular industry? Does the laws grant him the authority to do so? Why do we even have the regulator next”? he inquired.
According to Professor Prempeh, ministers are usually only allowed to make extensive policy decisions and are not permitted to take specific regulatory actions. He warned that poor social participation provides regulators inefficient and undermines public trust. Following public outcry after a video that went viral showing chaotic scenes near the National Theatre in Accra, the minister’s order, which was made available on X ( formerly Twitter ) on August 21, 2025, was followed by the order. The video shows supply users arguing with PCSRC authorities as they seize unregulated motorcycles.
Mr. George defended his decision, saying that while the enforcement operation was officially appropriate, it shouldn’t proceed without further investigation and public awareness.
The Postal and Courier Services Regulatory Commission’s continued enforcement action has been immediately put a stop, according to” I have directed a stop.” As required by law, the training must be conducted to establish get regarding the use of motorbikes for delivery services, but more public education and stakeholder involvement are needed before it resumes. He argued that the law must have a compassionate face when being enforced.
Prior to making its decision on how to enforce regulations in the mail industry, the government is expected to hold conversations with key stakeholders.
