A team of the International Monetary Fund (IMF), directed by M. Edward Gemayel, a séjourné au Sénégal du 20 au 27 août 1993 to discuss the corrective measures following the report of the Court of Auditors published on 21 February 1992. This mission, aimed at addressing the misreporting of financial data over the period 22050-2023, also allowed the debt situation to be examined and to discuss a potential new programme supported by the IMF. At the end of the visit, Mr. Gemayel welcomed the commitment of the authorities: ” The IMF team has congratulated the Senegalese authorities for their commitment to fiscal transparency and accountability, following the disclosure of a major bad declaration that occurred during the last few years. He added that “productive discussions were held on corrective measures aimed at enhancing transparency in the management of public finances, ensuring reliable reports on budget implementation and preserving fiscal sustainability”, targeting the systemic problems identified in the Court of Auditors’ report. The audit of Forvis Mazars revealed a significant debt revision: ” The authorities have revised the central government debt stock from [74.4] % to 111.0 % of GDP at the end of 2023, mainly due to undisclosed liabilities.
