The new director general of the Société de construction et d’aménagement (Secam), Mame Diakhoumpa, has filed a complaint against Babacar Ndiaye, the former sole shareholder of the company which he has ceded to the Caisse des dépôts et consignations (CDC), which is in fact a subsidiary, for 60%, for 6 billion CFA francs. He is charged with financial misappropriation of 1,051 billion CFA francs and damage of 1,7 billion CFA francs. Two former DGs of the CDC are at the heart of this financial scandal revealed by Libération: Sheikh Issa Sall, the last director under Macky Sall, and Mame Boye Diao, his predecessor. The latter are not directly concerned by the complaint of the Secam’s employer. But during his audition at the Dic, Libération reports, Diakhoumpa cited them in his deposition. According to the newspaper, it would have revealed to the investigators that “when the CDC began to pay the price of the cession of the shares [of Secam], the Minister of Finance and Budget [Moustapha Bâ] had addressed a letter to a director general of the time, Cheikh Issa Sall, to request the suspension of the participation price. In spite of this injunction, he said, the payments have continued up to the amount of 4,7 billion CFA francs”. What about Mame Boye Diao?
