​A deep crisis within the Caisse de Sécurité Sociale (CSS): L’ONA2J warns and calls on the government to take urgent measures

The National Organization for Legal and Judicial Assistance (ONA2J) warns the government and public opinion of the deep crisis affecting the Caisse de Sécurité Sociale (CSS) since its merger with the Institution de Prévoyance Retraite du Sénégal (IPRES), with the “Ndam Li” portal in the framework of the single window. This situation, which directly affects the social insured, is the result of a chain of structural and organizational causes, with dramatic consequences for the beneficiaries. The post of Director General has been vacant for more than two years following the retirement of Mr Assane Soumaré. Delays in the payment of social allowances: widows have not received any allowance since the third quarter of 2024, plunging already vulnerable families into extreme financial difficulties. Paralysis of decisions related to accidents at work: lack of signature of a Director General, no dossier of accidents at work has been validated for more than two years. The victims are still deprived of their rights and compensation. Increased social injustice: delays in the processing of cases affect the most deprived populations, aggravating their precariousness and desarroi. Loss of confidence of the social insured: the beneficiaries, faced with persistent blockages, lose confidence in the ability of the CSS to guarantee their rights. Faced with this alarming situation, ONA2J calls on the competent authorities to act without delay to: Carry out an independent audit of the CSS, in order to diagnose the root causes of the dysfunctions and to ensure transparent management. Immediately appoint the key persons responsible, namely: a Director General, a President of the Board of Directors (PCA), and a Financial and Accounting Director. Review the use of the PSRM software to ensure its effectiveness, namely by better training of users and adaptation to local realities. Strengthen communication with beneficiaries to restore confidence and ensure transparency in the management of social funds. The responsibility of the PCA of IPRES and Vice-President Sy Racine, who occupies a central position, must be examined in this crisis. In conclusion, ONA2J calls on the authorities to take urgent measures to guarantee the regularity of payments, protect the rights of beneficiaries and restore confidence in the social security system.
