The dean of judges opens today the ball of hearings in the Arcelor Mittal dossier. L’Observateur soule that the former ministre des Mines, Aly Ngouille Ndiaye, is the premier convoqué. He will have to explain the protocol on the payment of 140 million dollars, or more than 78 billion CFA francs, paid in the context of the litigation between the State of Senegal and the steel giant. Two other former ministers of the Macky Sall regime, Birima Mangara (Budget) and Amadou Bâ (Economie et Finances), are also expected to clarify the signatures and the destination of the funds, according to the same source. At the heart of the dossier is the daily life of the Groupe futurs médias: the documents entitled ” Sentence ” and ” Transaction “, which were mentioned in 2015 by Aly Ngouille Ndiaye before the Assembly, and which could lift the veil on controversial commitments made under the Wade puis Sall regimes. The case, which was reopened by a complaint lodged by the Agence judiciaire de l’État (Aje) after the coming to power of Bassirou Diomaye Faye, is the subject of a judicial information for association of criminals, corruption, money laundering, fraud and complicity. The investigators seek to understand how an agreement initially concluded for 37.5 billion CFA francs could be transformed into a protocol of 140 million dollars, outside any framework of budgetary transparency. The position of the former Head of State, who had refused to sign the said protocol, fuels suspicions of possible misappropriation or embezzlement. Several entities of the ArcelorMittal group are also referred to in the complaint, although their heads have not yet been heard, L’Observateur adds.
