The Minister of the Interior and Public Security, Mouhamadou Bamba Cissé, instructed the regional governors to carry out an exhaustive census of the anarchic occupations of the public highway and the surroundings of the places of commerce. In a circular letter dated 19 September 2025, the Minister stated that “unfortunately, a proliferation of anarchic occupations of the public road and around the places of commerce (precarious installations, commerce of all kinds, irregular stationings, etc.) ” at the level of the capital and in some urban centres. In order to preserve public order and strengthen road safety, it calls for “hard measures” applied “with rigor”. The Governors shall, in liaison with the territorial collectivities and the departments concerned, draw up a complete report by Thursday 25 September 2025, on the basis of the canvas annexed to the letter. The Minister also requests the elaboration of regional action plans, in collaboration with the defence and security forces, in order to define a detailed timetable of operations. These measures aim to “put an end to these installations and clean up the cities of our country”, he underlined. Mouhamadou Bamba Cissé insists on the “correct and diligent implementation” of these directives, calling for the effective involvement of local authorities and the actors concerned.
